Traffic Commission
The
Traffic Commission consists of two members of the Board of Supervisors
and the Police Chief. Questions or concerns regarding traffic
regulations and safety are reviewed by the Commission at their
monthly meeting. The Traffic Commission has the authority to
regulate the flow and speed of traffic and the parking of vehicles
on Township roads. Traffic Commission meets on the 3rd Wednesday at 7:00pm.
Adopt A Road Program
East Hempfield Township provides a volunteer "Adopt-a-Road" program
to rid the Township’s roadways of litter, improve the environment,
and maintain quality of life. Individual volunteers or groups
who "Adopt A Road" are expected to conduct litter pickup a minimum
of two times a year. Two permanent "adopt-a-road" signs are installed
identifying your group. To volunteer, please contact the Road Crew Supervisor at 898-3100, ext. 263.
Snow Removal
Procedures:
Policies
- Consideration is first given to Township roads with high
traffic volumes, collector routes, school bus routes, or hills,
curves and intersections.
- Cindering begins at a dusting of snow and continues to about
3" accumulation.
- Temperatures determine if roads will be treated with straight
salt, calcium chloride, or a salt/anti-skid mixture.
- Plowing begins at about a 3" accumulation and continues
while a storm persists.
- During major winter storms the Township will initiate snow
removal assistance from standby contractors.
Safety First
- Do not push snow onto the roadway. This creates a hazardous
situation and the homeowner can be held responsible for accidents
which result after snow is shoveled from their driveway.
- Eliminate snow piles at your driveway entrance whenever
possible. High accumulation of snow will obstruct your vision
when exiting your driveway and prevents oncoming motorists
from seeing you.
- When driving, clear all windows and lights, increase the
distance between you and the car ahead of you, and decrease
speed. Remember, speed limits and stopping distances are set
assuming dry roadways!
- If you have an emergency, always call 911, not the Township
office.
Mailboxes and Snow
Heavy snow as it is plowed will occasionally damage or topple
mailboxes. Often it is because they are too close to the roadway, and poorly constructed or supported. Heavy, wet snow exiting
the plow increases the potential for mailbox damage. The repair
of mailboxes and lawns is the property owner’s responsibility
since the right-of-way extends further onto your property than
you realize. The Public Works Department makes every effort
not to damage property, but it does happen.
State Maintained Roads in Township
The following roads located within East Hempfield Township are
maintained by the Pennsylvania Department of Transportation:
- Harrisburg Pike
- Main Street
- Marietta Avenue - Route 23
- Columbia Avenue - Route 462
- Rohrerstown Road
- Graystone Road
- Stony Battery Road (from Church Street to Mountville)
- Route 283, Route 30 & Route 72
- State Road from Rt. 283 to East Petersburg Borough
Public Works Department
The Township's Public Works Department consists of nine full
time employees. They are responsible for maintaining approximately
100 miles of Township roadways, snow removal, leaf collection,
and maintaining the Township's parks and properties.
Water and Sewer

Sewer planning modules, system permits, and enforcement of
the Pennsylvania Sewage Facilities Act are handled by the Township's
Sewage Enforcement Officer, David Lockard, 1956 Milton Grove
Road, Mount Joy, PA 17552, Telephone 653-1008.
Leaf Collection
Leaf collection is coordinated by the Public Works Department each
fall from mid-October through mid-December. There is no designated
schedule, although crews will follow a specific route. After the
first collection cycle is completed, crews will start over and
complete the route again. Residents can expect two to four collections
in their neighborhood per season. How frequently and how quickly
collections are completed depends upon the volume of leaves, weather
conditions, and equipment limitations.
Residents are asked to cooperate in the following manner:
- Rake leaves as close to the curbside as possible.
- Mulched leaves should be placed in small (bushel basket
size) piles in a row.
- On windy days, leaves may be covered.
- Do not place leaves in trash bags or trash cans.
- Do not place grass clippings or other non-leaf debris with
leaves.
- Burning of leaves is strictly prohibited.
A leaf drop off area is also available during leaf collection
season. Residents can drop off bagged leaves at the Public Works
Garage located behind the Township Municipal Building at 1700
Nissley Road, Landisville. There will be a designated area for
drop off available seven days a week during daylight hours.
